Public health measures are actions that are generally undertaken by individuals, institutions and businesses, communities, local and national governments to protect and promote the health of the public. The measures used are designed to prevent the spread of disease and to promote healthy living through a variety of interventions.
Some of these measures and interventions include:
- Vaccinations: Immunization programs are an important public health measure that can prevent or limit the spread and/or seriousness of infectious diseases, such as the flu, measles, polio, and COVID-19.
- Quarantine and isolation: Quarantine and isolation are used to separate people who have been exposed to a contagious disease or who have a confirmed case of a disease away from others to prevent the spread of the disease to other people and the wider population.
- Contact tracing: Contact tracing is the process of identifying, assessing, and managing people who have been exposed to a contagious disease, such as AIDS/HIV, Ebola and COVID-19, to further reduce the spread of the disease.
- Health education: Public health campaigns can raise awareness of health risks and promote healthy behaviours, such as a healthy diet, hand washing, physical distancing, and wearing masks.
- Environmental health: Public health authorities work to identify and address environmental health risks, such as air pollution and water contamination, that can impact the health of the community.
- Disease surveillance: Public health authorities monitor the occurrence of infectious diseases and other health conditions to detect outbreaks and trends in disease patterns. Many jurisdictions require the compulsory notification of specific diseases.
- Public health policies and regulations: Governments and public health authorities can establish policies and regulations, such as restrictions on tobacco use and smoking or regulations on food safety, business and school closures, restricting public gatherings and travel bans, to promote and protect public health.
Effects of public health measures:
These types of measures have always been used and government agencies have always had legal avenues to enforce them when required (eg shutting down a building if there is an outbreak of leptospirosis affecting the air conditioning mist towers; the mandatory reporting of certain infectious diseases to put restrictions on those with the infection; shutting down of facilities due to food hygiene issues). The measures became substantially politicised during the COVID-19 pandemic with many protests concerning the overreach of the government imposed measures to prevent the spread of the disease. Public health measures can have significant consequences for individuals, businesses and societies in terms of both health, social and economic impacts. More research and understanding is needed on the burden of public health measures and if such measure have the potential to outweigh their benefits.
A 2021 systematic review and meta-analysis of the effectiveness of public health measures during the COVID-19 pandemic (Talic et al) found that several personal protective and social measures, including handwashing, mask wearing, and physical distancing are associated with reductions in the incidence of covid-19.

All health care professionals need to be concerned about the public health and be active in promoting public health and reinforcing the appropriate public health messaging.
